Two things this cannot tell you. Duty cycle: a 230 amp machine rated at 20 percent is welding for twelve seconds a minute at that setting, and the spec sheet will say so. And input voltage: several of these hit their top figure only on 240V, so a 140 amp 120V machine and a 230 amp dual-voltage one are not the same purchase if you only have a household socket. The Miller Syncrowave 250 is out of the ranking because its manual quotes a 310 amp peak, which is not the number its name leads you to expect.
Voltage decides what you can actually buy. A 120V machine plugs into any wall socket and tops out around a quarter inch of steel. A 240V machine needs a dryer-style outlet and will weld structural material all day. Dual-voltage models take either and hold their value because of it. Work out which outlets you have before you start bidding, because the cheapest listing on this page is no use if it needs a circuit you do not own.
Duty cycle is the number nobody quotes and everybody discovers. It is the share of a ten minute period the machine can weld before it has to cool, at a stated amperage. Thirty percent at 150 amps means three minutes of arc time and seven of waiting. A hobby machine and a shop machine can carry the same amperage on the box and be completely different tools, and this is where the price difference actually goes.
Buy the machine, not the bundle. Auction titles lean on helmets, carts, wire and gas bottles because it pads the perceived value. The consumables are worth little and the bottle is usually a rental you cannot transfer. What matters is the gun, the earth clamp, the regulator and the hose, since those are the parts that cost real money to replace and the parts most often missing.
Old transformer machines are the underrated buy. A twenty year old Miller or Lincoln transformer welder has almost nothing in it to fail: a big coil, a fan and a switch. They are heavy, they are unfashionable, and they sell for a fraction of a modern inverter while laying exactly the same bead. If you do not need to carry it up a ladder, this is where the value on this page usually is.
Inverters are lighter and less repairable. The trade for the weight saving is a board that can fail, and on the budget imports a failed board often costs more than the machine is worth. That is not an argument against them, it is an argument for buying one that the seller has actually demonstrated, and for treating an untested inverter as a gamble in a way an untested transformer is not.
Aluminium needs more than the machine. Feeding soft aluminium wire through a long liner jams, so MIG on aluminium wants a spool gun, and not every machine supports one. If aluminium is why you are buying, check the spool gun is included or that the model accepts one before you bid, because adding it afterwards is a few hundred dollars.

Generally yes, and more so than most used tools. A welder either strikes an arc or it does not, so there is little hidden wear to discover later. Ask for a photo or video of it running and check the cables and the gun for damage, since those are the parts that fail first and the parts that cost money to replace.
Whichever you have an outlet for. A 120V machine runs off an ordinary socket and handles sheet and light structural work. A 240V machine needs a dedicated circuit and welds thicker material without stopping. Dual-voltage models take either, which is why they hold their price on the used market.

MIG, for almost everyone. It is the easiest to get a sound weld with and the most useful across the jobs people actually buy a welder for. Stick handles thick and dirty material and works outdoors where wind ruins gas shielding. TIG gives the most control and the best looking result, and takes the longest to learn.
