The rules allow a device that has the feature as long as it is disabled in a way an official can see, which is what the external switch and the coloured band on models like the Tour V5 Shift are for. A unit whose slope lives in a menu, or cannot be turned off at all, is fine for casual golf and unusable in a competition.
Laser and GPS are different tools and the listings blur them. A laser measures to what you point it at and needs a steady hand. A GPS unit knows the course and gives you front, middle and back without aiming. The Garmin Approach Z82 is both, which is why it costs what it does. Decide which you actually want before shopping on price, because the cheap end of this page is all laser.
Stabilisation matters more than magnification. Almost everything here is 6x, and at that power a shaky hand is what stops you locking onto a flag at 200 yards, not the glass. The battery door and the eyecup are what fail. Ask whether it locks on, not whether it works. Every one of these will show a number. A unit that ranges the trees behind the green and reports it confidently is worse than no rangefinder.
A magnetic cart mount is a feature, not an accessory. Several models have magnets built into the housing so the unit sticks to the cart frame. It is genuinely useful and it is part of the product, so a listing mentioning it is not selling you a mount.
